Disciplinary Policy

PURPOSE:
 These Disciplinary Policy & Procedures are to be considered in conjunction with the St Ives FC Code of Conduct Policy.  The purpose of this Disciplinary Policy & Procedures document is to provide a uniform approach for SIFC to deal with any on or off the field behaviour by any:
 
  • Player/ club official that receives either an official caution or dismissal by a match official;
  • Player that acts inappropriately in relation to expectations by his/her coach or fails to adhere to Club Policy or Code of Conduct.
  • Club Official, Parent or Supporter that causes gross offence to either any other  SIFC member  or an Official, Parent or Supporter from any other club.
  • Club Official , Parent, Coach,  Manager, Supporter who fails to adhere to the Club Code of Conduct or any Club Policy.
  • Player, Club Official, Coach, Manager, Supporter who is the subject of complaint by another club or another NSFA or KDFRA official.
 These procedures will be published on the SIFC website in the ‘Downloads’ section and issued to existing members/players on request.  We urge players, coaches and managers to read the club’s Code of Behaviour and Conduct prior to the season commencing.
 SIFC has 950 members and it is critical that we ensure the widely accepted FFA, Football NSW and SIFC policies on behaviour and sportsmanship are followed.
 DISCIPLINARY GUIDELINES (formal, on or off the field):
  1. SIFC members who breach the club’s Code of Behaviour and Conduct will be officially warned by the Executive Committee via email. The email will outline any potential penalty that may be applied if a second breach occurs.
  2. If the incident is deemed serious by the Executive Committee, a disciplinary hearing will be arranged to determine any further penalties that will be applied.
  3. Failure to attend a Disciplinary Hearing may result in suspension of membership.
  4. The SIFC Executive Committee will elect a chair person who will be responsible for chairing Disciplinary hearings.

POSSIBLE OUTCOMES AND PENALITIES
If a member’s behaviour is deemed to be in serious breach of our Code of Conduct, or if the member is deemed to be a risk to other members the following sanctions may apply.
  1. For Players -  Temporary or permanent  suspension from participation  in games and/or other football activities as deemed by the Disciplinary Panel
  2. For Officials  or spectators – Temporary or permanent suspension from participation or game attendance  and other football activities as deemed by the Disciplinary Panel
  3. For Officials, Players and Spectators – The SIFC Committee has the ability to refer serious breaches of our Code of Conduct or Policy to the NSFA P&D panel.  The P & D panel can choose to uphold, extend or dismiss any penalty applied by SIFC.
INAPPROPRIATE DEALINGS WITH COACH:  Training and Playing
1. Coaches have the authority to exclude players from training activities in response to inappropriate behaviour.  Coaches of junior teams may remove players from the field of play during games in response to inappropriate behaviour from the player or the player’s parent.  In addition, coaches may ‘bench’ players when they consistently:
(a)  Miss training;
(b)  Are late for training;
(c)   Are late for matches.
2. Players who respond inappropriately to the instructions of a coach or club official during a game or training in such a manner as they clearly breach the club’s Code of Behaviour and Conduct policy may be subject to penalties imposed by SIFC.  In such case, the responsible coach may wish to make a written complaint and request action be taken against the player concerned.  The coach must make the complaint in writing to the Secretary within seven (7) days of the incident.  The Executive Committee will determine if a meeting should be called.
 
RIGHT OF APPEAL
  1. To ensure that that SIFC maintains a fair, balanced and reasonable position in all disciplinary matters any disciplinary penalty imposed will be open to an appeal process.
  2. A person may appeal to the Executive Committee against a decision to caution, suspend or expel the person within 5 calendar days after notice of the decision is served on the person, by lodging with the Secretary a notice to that effect.
  3. The notice of appeal must be accompanied by a statement of the grounds on which the person intends to rely for the purposes of the appeal.
  4. On receipt of a notice from a person under paragraph 3, the Secretary must notify the Executive Committee which is to convene a meeting to be held within 21 days after the date on which the Secretary received the notice.
